Levels like this are the most difficult for me.
I'm 50+ off, atm. Will try to find shorter, but it's soooo easy to get blocked ... :))

EDIT: managed to 14 off, now, but lacking ideas.

EDIT 2: 10 off and completely dry of what else to try.

Agree with hihi. I kept thinking what I was doing would save steps, and it just ended up costing me 2 or 4 more. There was one time save that I failed to notice that led me to a 2-off, but other than that everything went pretty much how the level makes you think it's going to go.
