Finally got it. Boy do I find Hem's levels difficult. I was losing 2 steps by shifting a block incorrectly every time and never noticed.

Finally I solved this. I was 4off for a very long time, it seems to take me a lot of practice across a series before I get a feel for them.

For some reason I find Hem's levels very tricky to solve in comparison to most others of the same class. This was no different, tricky.

Couldn't improve on 2 off for ages, showing up my deficiencies in pipelining.

Eventually I discovered it was possible to solve this, but it took a while to shave steps off to 66. I kept on moving something out of the way when I didn't have to.

Aha, I saw through the deception and got it in three goes (This time anyway, last time I tried I couldn't even solve it with 14off, which is what I started with today). Cunning level.

Like the rest of these levels, I found it time consuming to even find a solution, let alone work the step count down. Great level.
